WP1

Conceptualisation of multi-level governance: integrating transnational, national, cross-border and sub-national aspects

To conceptualise MLG in digital and climate transitions aiming to re-orient from the top-down to the bottom-up governance in just twin transition to enhance citizens’ participation and social innovation. To enhance democratic participation and deliberation on digital and climate transitions in the complex system of MLG, WP1 aims to fit community-led social innovation projects into the MLG processes.

WP1 will:

  • Map levels of government in the EU regarding the digital and climate transitions
  • Map collaboration and agenda-setting processes among different governance levels
  • Assess the effectiveness of policy ownership division in the MLG system
  • Propose the space for social innovation in policymaking and deliberation processes

WP2

Regional just twin transition and innovative intra/inter-regional initiatives

WP2 focuses on regional governance within the EU in the context of just twin transition, thus complementing the findings of WP1. It aims to enhance our understanding of regional MLG practices, identify best practices, and inform WP5 for policy recommendations for improving the twin transition in the EU. WP2 emphasises the engagement of civil society in regional governance, potentially revealing innovative practices and strategies.

WP2 will:

  • Examine and compare how different EU countries approach regional governance within the context of just twin transition
  • Assessing the engagement of civil society actors in the just twin transitions in EU regions
  • Enhance participatory governance for the just twin transitions

WP3

EU Green Deal and Digital Strategy examination: principles, guidelines, and a theoretical framework for assessing data governance in digitalised energy systems

To deliver a compelling assessment of the impacts and effectiveness of the EU Green Deal and Digital Strategy implementation, WP3 will examine the content of public documents in contrast with national and local implementation policies at various government levels. This examination will focus on the most critical challenges within these policies, addressing questions related to policy ownership, data security, and deliberative processes within and across countries.

WP3 will:

  • Examine systematically the EU Green Deal documents
  • Examine systematically the EU Digital Strategy documents
  • Assess the selected cases in terms of their adequation to the EU principles and guidelines
  • Assess the EU principles and guidelines in terms of their feasibility, based on the challenges emerging from the case studies
  • Provide a theoretical framework to evaluate data governance and data security within energy systems and the energy transition

WP4

Understanding Community-led Social Innovations (SI)

To arrive at a holistic understanding of MLG and how the vision of equitable and inclusive twin transition is translated across different scales from the international, national, regional, and city to the municipality level, WP4 will study four ongoing SI projects from Norway, Latvia, Poland and Finland.

WP4 will:

  • Map socio-technical imaginaries of key SI actors across four case-studies
  • Map enabling factors and obstacles faced by the SI actors while operationalising SI projects
  • Understand how SI projects reconfigure social and governance structures to enable just transition
  • Facilitate knowledge sharing among research participants

WP5

Policy recommendations and decision-making pathways

This work package serves as the central pivot for translating research insights into tangible policy action. It is dedicated to formulating policy frameworks that align with the core project objectives, fostering bottom-up citizen engagement, and harmonising regional, national, and EU-level governance for effective twin transition. The WP addresses the critical need for re-orienting MLG processes towards citizen-centric approaches while considering the intricate dynamics of top-down influence.

WP5 will:

  • Provide policy synthesis, refinement and stakeholder engagement
  • Examine Future pathways
  • Provide a Strategic decision-making framework

WP6

Dissemination and Communication

WP6 aims to maximise DeCrises’ impact by planning and implementing the communication, dissemination and exploitation of project’s results and generated knowledge. The project will intensify its outreach by using tailored formats to reach its stakeholder groups and increasing synergies with existing projects of the same call or mission.

WP6 will:

  • Create a strong visual identity and online presence
  • Establish and implement a Plan for the Exploitation and Dissemination of Results (PEDR)
  • Facilitate communication, dissemination, and exploitation
  • Compile an edited volume book

Management and Coordination

The main objective is to organise the work in an efficient, flexible and economic way and monitor that project results are reached according to the work plan. This WP ensures the successful implementation and the smooth running of the project.

  • Ensure deviation handling and reporting
  • Provide ethics requirements and data management
